Just over a decade ago, a virulent form of cassava mosaic disease crossed the Ugandan border into western Kenya and wiped out just about every cassava field around Lake Victoria. For Americans, this would be like Idaho farmers losing every spud in the ground—and having no protection from losing future potato harvests.&lt;/p&gt;&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin-top: 0px; margin-right: 0px; margin-left: 0px; padding-top: 0px; line-height: 1.4; margin-bottom: 1em; word-break: break-all; "&gt;Kenyan families that relied on the root crop as a key staple of their daily diet watched their plants wither and rot. Farmers in Uganda and Tanzania also saw their fields of cassava succumb to the pandemic, with fields in Rwanda, Burundi and the Democratic Republic of the Congo following over the next few years.&lt;/p&gt;&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin-top: 0px; margin-right: 0px; margin-left: 0px; padding-top: 0px; line-height: 1.4; margin-bottom: 1em; word-break: break-all; "&gt;The disease destroyed plants, diminishing harvests anywhere from 70 percent to 100 percent. Afraid that new plants would also become infected, farmers abandoned cassava, drastically reducing a reliable food source across the region.&lt;/p&gt;&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin-top: 0px; margin-right: 0px; margin-left: 0px; padding-top: 0px; line-height: 1.4; margin-bottom: 1em; word-break: break-all; "&gt;&lt;b&gt;Losing a Safety Net&lt;/b&gt;&lt;/p&gt;&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin-top: 0px; margin-right: 0px; margin-left: 0px; padding-top: 0px; line-height: 1.4; margin-bottom: 1em; word-break: break-all; "&gt;Cassava is the primary food staple of sub-Saharan Africa, accounting for more than half of all calories consumed. Think of it like you would rice in Asia or potatoes in Ireland. Whether it's a side dish or the main course, in many African villages a meal isn't really a meal without it.&lt;/p&gt;&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin-top: 0px; margin-right: 0px; margin-left: 0px; padding-top: 0px; line-height: 1.4; margin-bottom: 1em; word-break: break-all; "&gt;Families dig up any number of cassava roots, which look like large, white-fleshed sweet potatoes. They then cut them up and dry them, often spreading the chalky chunks out on the hot tarmac at the side of a road. Next they grind the pieces into flour, from which they make a dense, dough-like starch dish, often mixed with some sorghum or millet. Some communities also like to cook up the nutritious green leaves.&lt;/p&gt;&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin-top: 0px; margin-right: 0px; margin-left: 0px; padding-top: 0px; line-height: 1.4; margin-bottom: 1em; word-break: break-all; "&gt;"Although cassava has a long growing cycle, taking one year or more for roots to mature, it is an inexpensive crop that offers families exceptional food security," explains Benard Odero. Odero is Catholic Relief Services Kenya's country program manager for the Great Lakes Cassava Initiative, a six-country project funded by a private foundation to stem the spread of cassava diseases across the region.&lt;/p&gt;&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin-top: 0px; margin-right: 0px; margin-left: 0px; padding-top: 0px; line-height: 1.4; margin-bottom: 1em; word-break: break-all; "&gt;Cassava offers numerous advantages. The drought-tolerant crop fares well across various agricultural zones, including semi-arid regions. It requires little care, can be replanted through cuttings from existing bushes, and produces high yields that can be harvested piecemeal, enabling families to stretch out food availability. In addition, cassava can be sold commercially as a food source and even potentially for its starch content for enterprises like paper making.&lt;/p&gt;&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin-top: 0px; margin-right: 0px; margin-left: 0px; padding-top: 0px; line-height: 1.4; margin-bottom: 1em; word-break: break-all; "&gt;The disappearance of this staple stung families in the Great Lakes region. In Kenya, many farmers turned instead to maize. Although corn grows much more quickly than cassava, it's a more demanding crop. Fields must be planted from seed each year Expensive fertilizer is required for high yields. Considerable rain is needed for successful harvests. Corn is very labor-intensive. And if rains fail, families are left with little or no buffer.&lt;/p&gt;&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin-top: 0px; margin-right: 0px; margin-left: 0px; padding-top: 0px; line-height: 1.4; margin-bottom: 1em; word-break: break-all; "&gt;"Families can withstand emergencies when they have cassava in the ground, as there is always another root to dig up or a plant cutting to sell," Odero adds. "But when other cash crops fail, families must divert their already minimal resources into buying supplemental food. If things get even worse, they are forced to take children out of school—no longer being able to afford tuition fees—and eventually sell precious assets like goats or cows to survive."&lt;/p&gt;&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin-top: 0px; margin-right: 0px; margin-left: 0px; padding-top: 0px; line-height: 1.4; margin-bottom: 1em; word-break: break-all; "&gt;&lt;b&gt;Reintroducing Healthy Cassava&lt;/b&gt;&lt;/p&gt;&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin-top: 0px; margin-right: 0px; margin-left: 0px; padding-top: 0px; line-height: 1.4; margin-bottom: 1em; word-break: break-all; "&gt;Fortunately, agricultural researchers have developed improved cassava varieties that are resistant to cassava mosaic disease. Donors are also providing critical funding to grow these plants in bulk and get healthy cuttings into the hands of African farmers.&lt;/p&gt;&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin-top: 0px; margin-right: 0px; margin-left: 0px; padding-top: 0px; line-height: 1.4; margin-bottom: 1em; word-break: break-all; "&gt;n December 2007, a private foundation provided a $21.8 million grant to Catholic Relief Services and our partners to help more than 1 million farm families protect their cassava food source. Another $500,000 from a private CRS donor provides additional staff support.&lt;/p&gt;&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin-top: 0px; margin-right: 0px; margin-left: 0px; padding-top: 0px; line-height: 1.4; margin-bottom: 1em; word-break: break-all; "&gt;"By giving farmers access to disease-resistant varieties, we are encouraging them to grow cassava once again," says Michael Potts, director of the Great Lakes Cassava Initiative. "Over time, the project will reestablish healthy fields across the region, resulting in more reliable food supplies and increased income."&lt;/p&gt;&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin-top: 0px; margin-right: 0px; margin-left: 0px; padding-top: 0px; line-height: 1.4; margin-bottom: 1em; word-break: break-all; "&gt;&lt;b&gt;Partnering at all Levels&lt;/b&gt;&lt;/p&gt;&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin-top: 0px; margin-right: 0px; margin-left: 0px; padding-top: 0px; line-height: 1.4; margin-bottom: 1em; word-break: break-all; "&gt;Farmers are also growing and evaluating 50 new cassava varieties to determine which are best for local conditions. The fact that farmers are willing to invest their time and energy for long periods to evaluate these new varieties demonstrates the exceedingly high value placed on cassava.&lt;/p&gt;&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin-top: 0px; margin-right: 0px; margin-left: 0px; padding-top: 0px; line-height: 1.4; margin-bottom: 1em; word-break: break-all; "&gt;"Cassava has a good market, with the first market being the stomach," explains Mildred Agola, a Kenyan farmer growing five improved varieties and one local variety of cassava. Because Mildred helped to multiply disease-resistant plants under the former C3P project, her family now has many roots to eat and materials to sell. "We don't have many problems because there is food," she adds.&lt;/p&gt;&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin-top: 0px; margin-right: 0px; margin-left: 0px; padding-top: 0px; line-height: 1.4; margin-bottom: 1em; word-break: break-all; "&gt;The project is also encouraging farmer groups to form savings and lending associations to increase their financial security and opportunities. In addition, farmers are receiving agro-enterprise training and assistance in building links to markets for increased profits.&lt;/p&gt;&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin-top: 0px; margin-right: 0px; margin-left: 0px; padding-top: 0px; line-height: 1.4; margin-bottom: 1em; word-break: break-all; "&gt;Already, the project is seeing success, with some regions having returned to their original levels of cassava production.&lt;/p&gt;&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin-top: 0px; margin-right: 0px; margin-left: 0px; padding-top: 0px; line-height: 1.4; margin-bottom: 1em; word-break: break-all; "&gt;"Our vision is to have a hunger-free community with cassava," says Alfred Etyiang, chairperson of the Agrofarmers Youth Group in Okatikok village in Kenya. "That has already happened in our households."&lt;/p&gt;&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin-top: 0px; margin-right: 0px; margin-left: 0px; padding-top: 0px; line-height: 1.4; margin-bottom: 1em; word-break: break-all; "&gt;&lt;i&gt;Debbie DeVoe is CRS' regional information officer in East Africa based in Nairobi. Such exchange is also important to monitor and evaluate the success of the Great Lakes Cassava Initiative and address problems as they emerge. But when working with partners and farmers spread across remote regions in six developing countries, sharing data in a timely fashion can be extremely difficult.&lt;/p&gt;&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin-top: 0px; margin-right: 0px; margin-left: 0px; padding-top: 0px; line-height: 1.4; margin-bottom: 1em; word-break: break-all; "&gt;A small, ruggedized computer with Intel components offers hope for faster information exchange. The 2go PC is a miniature laptop. The hand-held computer has a 40GB hard drive, a wireless modem, a small but complete keyboard, and Office Professional software, donated by Microsoft Corporation.&lt;/p&gt;&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin-top: 0px; margin-right: 0px; margin-left: 0px; padding-top: 0px; line-height: 1.4; margin-bottom: 1em; word-break: break-all; "&gt;In a special 18-month pilot project, Catholic Relief Services is partnering with Intel to roll out 250 2go PCs to Great Lakes Cassava Initiative partners and field agents. We are also working with two software companies, FormRouter and Kimetrica, to develop simple data entry forms that can be processed quickly by a central database. In addition, CRS is teaming with Agilix to develop training modules to educate farmers on such topics as disease identification, plant spacing for maximum yields and basic business skills. A built-in camera will also let project staff take pictures of cassava fields.&lt;/p&gt;&lt;p style="padding-right: 0px; padding-left: 0px; padding-bottom: 0px; margin-top: 0px; margin-right: 0px; margin-left: 0px; padding-top: 0px; line-height: 1.4; margin-bottom: 1em; word-break: break-all; "&gt;Primary challenges will be ensuring that field agents have periodic access to a power source to recharge batteries and occasional network access to transmit and receive data. Em grande medida, nosso futuro será moldado por nossas reações. Precisamos responder com estratégias sustentáveis que considerem as necessidades dos mais vulneráveis e a segurança alimentar. &lt;/p&gt;&lt;div style="text-align: justify;"&gt;      &lt;/div&gt;&lt;p style="text-align: justify;"&gt;O meio ambiente não é imune ao crescimento agrícola, como mostra a redução das áreas florestais. A mudança climática afeta a agricultura e vidas em geral de modo impensável há algumas décadas. A tendência de usar &lt;em&gt;commodities&lt;/em&gt; agrícolas para produzir biocombustíveis surgiu com a promessa de mitigar a mudança climática, mas trouxe incertezas por causa dos riscos à segurança alimentar. O mundo tem 862 milhões de pessoas com fome, das quais 52 milhões vivem na América Latina e Caribe. E esse número pode aumentar com a alta dos preços dos alimentos.&lt;/p&gt;&lt;div style="text-align: justify;"&gt;      &lt;/div&gt;&lt;p style="text-align: justify;"&gt;As políticas agrícolas e de segurança alimentar precisam ser revistas para responder a estes novos desafios. E é nesse momento crítico que será realizada a 30ª Conferência Regional da FAO para a América Latina e o Caribe, de 14 a 18 de abril, em Brasília. Muitos temas importantes serão discutidos neste encontro, incluindo as doenças transfronteiriças de animais, inocuidade de alimentos, produção de biocombustíveis, segurança alimentar, reforma agrária e desenvolvimento rural. Precisamos aproveitar esse fórum regional para buscar soluções viáveis a esses desafios. Nessa discussão, não podemos deixar os riscos ofuscarem as oportunidades. &lt;/p&gt;&lt;div style="text-align: justify;"&gt;      &lt;/div&gt;&lt;p style="text-align: justify;"&gt;A alta dos preços dos alimentos pode aumentar a fome, mas também há milhões de pequenos agricultores que podem se beneficiar dessa situação. A Cepal estima que 36,1 milhões de indigentes, pouco mais da metade do total da região, vivam no campo. Se conseguirmos apoiá-los a produzir mais e melhor, para consumo próprio e venda em mercados locais, podemos salvar milhões de pessoas da fome e da pobreza extrema.&lt;/p&gt;&lt;div style="text-align: justify;"&gt;      &lt;/div&gt;&lt;p style="text-align: justify;"&gt;A transferência dos preços altos das &lt;em&gt;commodities&lt;/em&gt; agrícolas aos agricultores pode aumentar a oferta e incentivar investimentos. Para aproveitar as oportunidades precisamos de políticas consistentes e sustentáveis, e investimentos em capital humano, infra-estrutura rural e outros bens públicos. &lt;/p&gt;&lt;div style="text-align: justify;"&gt;      &lt;/div&gt;&lt;p style="text-align: justify;"&gt;Programas de transferências condicionadas de renda estão sendo usados em vários países da América Latina para alcançar esses objetivos e ajudam a explicar a redução da fome e da pobreza extrema na região. E a experiência brasileira com o Fome Zero demonstra que tais programas são mais efetivos quando integrados a ações que auxiliem as pessoas a superar a pobreza com o próprio esforço.&lt;/p&gt;&lt;div style="text-align: justify;"&gt;      &lt;/div&gt;&lt;p style="text-align: justify;"&gt;Como dizia Betinho: quem tem fome tem pressa. Conciliando ações imediatas com outras de médio e longo prazo podemos avançar na superação da pobreza e da fome. O momento de agir é agora, e precisamos de um esforço integrado para enfrentar desafios cada vez mais complexos. &lt;/p&gt;&lt;div style="text-align: justify;"&gt;      &lt;/div&gt;&lt;p style="text-align: justify;"&gt;Recentemente, o secretário-geral da ONU, Ban Ki-moon, disse que temos as ferramentas e as tecnologias necessárias para superar a fome e que precisávamos de vontade política e melhores investimentos. Os comentários do secretário-geral ecoam a visão da FAO e as conclusões da Cúpula Mundial da Alimentação de 2002. Temos confiança de que, juntos - governos, agências internacionais, sociedade civil e as empresas - poderemos enfrentar melhor esse desafio.&lt;/p&gt;&lt;div style="text-align: justify;"&gt;      &lt;/div&gt;&lt;p style="text-align: justify;"&gt;A bioenergia também oferece uma oportunidade de promover o desenvolvimento em alguns países pobres. No entanto, essa promessa só se realizará se as decisões certas forem tomadas e se forem implantadas políticas para garantir a segurança alimentar. Nesse contexto, o mundo precisa de uma estratégia internacional de bioenergia que considere as necessidades das populações mais vulneráveis. Um passo importante nessa direção é a Conferência de Alto Nível sobre Segurança Alimentar Mundial e os Desafios da Mudança Climática e Bioenergia que será promovida pela FAO de 3 a 5 de junho de 2008. The UN has vowed to defend Goma, on the border with Rwanda, but has limited numbers and there are doubts its forces could withstand a determined assault.&lt;/p&gt;&lt;p&gt;In 2006, the UN used combat helicopters to kill several hundred of Gen Nkunda’s fighters as they attempted to seize Goma. But UN officials said Gen Nkunda’s forces have now adopted more sophisticated tactics, breaking up into small groups to stretch the peacekeepers.&lt;/p&gt;&lt;p&gt;The fighting broke out as regional leaders met at an emergency summit in Nairobi. “This crisis could engulf the broader sub-region,” Ban Ki-Moon, the UN secretary-general, said at the meeting. “As leaders of Africa, you have a historic responsibility. It is a critical moment for the Great Lakes region, and for Africa as a whole. We must put the cycle of violence behind us.” &lt;/p&gt;&lt;p&gt;However, there were disagreements between those present on how to respond, and even on whether reinforcements should be sent to support the peacekeepers. &lt;/p&gt;&lt;p&gt;Nor was there much sign of fresh resolve to end the crisis after Joseph Kabila, Congo’s president, emerged from what aides said was a five-minute, face-to-face meeting with Paul Kagame, his Rwandan counterpart. &lt;/p&gt;&lt;p&gt;Congo accuses Rwanda of supporting the rebels, while the Rwandans accuse Kinshasa of collaborating with Hutu militias threatening their own border. &lt;/p&gt;&lt;p&gt;Gen Nkunda’s rebellion has simmered for years, serving as a focal point for the economic and political interests of people largely from the minority Tutsi community, who have felt increasingly marginalised by the government in Kinshasa. &lt;/p&gt;&lt;p&gt;Bertrand Bisimwa, a spokesman for Mr Nkunda’s CNDP rebels, said there could be little progress unless Mr Kabila agreed to meet them. “If they [the Congolese army] threaten us from Goma, then we will be forced to go there to remove the threat,” he said.&lt;/p&gt;&lt;p&gt;Human Rights Watch, the New-York based watchdog, issued a statement on Friday accusing Mr Nkunda’s forces of committing war crimes by killing civilians and deliberately displacing people. para evitar uma maior deterioração da crise alimentar mundial no tocante à segurança, o Conselho será negligente”, disse à IPS o alto representante da ONU para os países menos desenvolvidos, Anwarul Karim Chowdhury. No passado, acrescentou, este órgão discutiu assuntos como o possível impacto sobre a paz e a segurança da pandemia de Aids e da mudança climática, embora outras agências das Nações Unidas se ocupem diretamente dessas questões.&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;span class="texto1"&gt;&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;span class="texto1"&gt;“Nem o Conselho Econômico e Social (Ecosoc) nem a Organização das Nações Unidas para a Agricultura e a Alimentação (FAO) têm entre suas faculdades tratar dos problemas de segurança relacionados com a crise alimentar”, disse Chowdhury. Por sua vez, o embaixador da Grã-Bretanha na ONU, John Sawers, que este mês preside as deliberações do Conselho de Segurança, afirmou à imprensa que a crise alimentar deve ser abordada em outras instancias. Sawers mencionou, especificamente, o Ecosoc, “onde todos podem participar em pé de igualdade para tratar, fundamentalmente, dos aspectos humanitários e de desenvolvimeno relacionados com a segurança alimentar”.&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;span class="texto1"&gt;&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;span class="texto1"&gt;Integrado por 54 dos 192 Estados-membros da ONU, o Ecosoc coordena as iniciativas econômicas e sociais do fórum mundial e de suas agências especializadas. Mas, não tem as faculdades executivas e resolutórias do Conselho de Segurança. “Mais cedo ou mais tarde, o Conselho terá que deixar de lado seu enfoque eminentemente político dos conflitos para reconhecer que estes não podem ser prevenidos sem uma abordagem das condições econômicas e sociais”, disse James Paul, diretor-executivo do Fórum de Políticas Globais, com sede em Nova York, que avalia as atividades das Nações Unidas.&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;span class="texto1"&gt;&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;span class="texto1"&gt;Para Paul, a crise alimentar e a mudança climática deixam claras essas perigosas limitações. “As duas crises vêm de muito tempo, mas, não foi tomada nenhuma ação internacional séria”, afirmou Paul a IPS. “Discutir qual é o organismo da ONU mais apropriado para tratar da crise alimentar é, em certo sentido, válido, mas não resulta completamente convincente, pois o Conselho de Segurança é um órgão poderoso e o Ecosoc, infelizmente, é relativamente fraco”, acrescentou. Enquanto as potências e alguns interesses poderosos se refugiam atrás dessa discussão, a crise se agrava, ressaltou Paul.&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;span class="texto1"&gt;&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;span class="texto1"&gt;Nos últimos meses, cem milhões de pessoas em todo o mundo foram arrastadas para a fome e a desnutrição, enquanto a crise alimentar causou distúrbios em 30 países. “Apesar de tudo, o Conselho de Segurança continua manejando seus assuntos rotineiramente, com a esperança de que o problema desapareça”, afirmou Paul. “Quantos milhões de pessoas famintas são necessários para que a comunidade internacional considere ações de emergência? Não apenas fundos de ajuda alimentar, mas mudanças fundamentais na forma com os alimentos são produzidos e chegam ao consumidor”, acrescentou.&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;span class="texto1"&gt;&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;span class="texto1"&gt;Chowdhury recordou que foi a Grã-Bretanha o país que tomou a iniciativa de levar ao Conselho de Segurança as discussões sobre mudança climática, pois entendeu que o fenômeno representava uma ameaça para a paz e a segurança. Foodstuffs have gone up 41 percent in price since October 2007, pushing many people over the line from poverty into privation or even hunger. The Food and Agriculture Organization, a branch of the United Nations, has identified 36 "crisis" countries, 21 of which are in Africa. The World Food Program, another U.N. agency, estimates that it will need $500 million on top of what donor nations have already pledged to fill what the WFP calls a global "food gap."&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;span style="font-family:courier new;"&gt;The United States must do its part. Even before the spike in commodity prices, the fiscal 2008 food aid budget of $1.2 billion was proving inadequate. President Bush asked for a $350 million supplemental appropriation in October, to cover help for Darfur and other critically needy areas. But Congress has not yet approved that request. Meanwhile, the U.S. Agency for International Development, which administers U.S. food aid, has accumulated a $120 million food budget deficit, which could grow to $200 million by the end of the fiscal year. Congress should swiftly approve the president's supplemental request, adding as much money as possible to offset recent price increases -- as Sen. Robert P. Casey Jr. (Pa.) and six other Democratic senators, including Foreign Relations Committee Chairman Joseph R. Biden Jr. (Del.), have proposed. The alternative is selective cutbacks in aid to hungry regions, a kind of nutritional triage unworthy of the richest agricultural nation in human history.&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;span style="font-family:courier new;"&gt;ad_icon&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;span style="font-family:courier new;"&gt;But increasing current spending is only a short-term solution. Higher food prices appear to be here to stay, and U.S. policy must adjust accordingly. Congress must dramatically improve the efficiency of existing programs. An April 2007 report by the Government Accountability Office showed that transportation and other overhead costs now consume 65 percent of U.S. food aid dollars. This is partly attributable to higher fuel prices and U.S. laws requiring that most grain shipments go out on relatively expensive U.S.-flagged cargo vessels. And why does so much food have to travel the high seas in the first place? Because U.S. law requires that the government buy all food donations from U.S. producers.&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;span style="font-family:courier new;"&gt;One cost-cutting measure, supported by many economists and by relief organizations such as CARE, would be to permit the U.S. government to buy at least some of the grain it donates from farmers nearer to famine zones -- to buy, say, South African or Ethiopian wheat and ship it to the hungry elsewhere in Africa. Both the European Union and Canada have recently authorized such "local and regional purchases," with broadly successful results. President Bush has called for allowing as much as 25 percent of the U.S. food aid budget to be used this way.&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;span style="font-family:courier new;"&gt;Lawmakers in the House and Senate rejected his proposal, refusing to include it in their respective versions of the farm bill, which are pending before a House-Senate conference committee. The Senate Agriculture Committee did substitute a $25 million pilot program; even that tepid measure didn't make it into the final Senate bill. With food prices and food needs on the rise, Congress cannot afford business as usual. É preciso lembrar que a fome não se resume à falta de alimentos, mas também à falta de segurança alimentar. Relacionando a isso o grande desenvolvimento tecnológico e a busca por novas matérias primas para a produção de combustíveis, nós nos deparamos com um panorama crítico.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoBodyText" style="text-indent: 1cm; line-height: 150%; font-family: courier new;"&gt;&lt;span style="line-height: 150%;font-size:85%;" &gt;Mudanças climáticas trazem uma série de problemas como a seca, a inundação e doenças. A produção de biocombustíveis pode, por sua vez, acirrar esse problema e dificultar ainda mais a produção e a distribuição&lt;span class="msoIns"&gt;&lt;ins cite="mailto:Daniel" datetime="2008-04-18T02:29"&gt; &lt;/ins&gt;&lt;/span&gt;de alimentos. É preciso desenvolver sem destruir, crescendo com igualdade. É igualmente preciso assegurar que todos terão uma alimentação saudável e com todos os nutrientes necessários. Estes são pontos que não podem ser esquecidos. Chegar a um equilíbrio é o objetivo de nosso encontro.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoBodyText" style="text-indent: 1cm; line-height: 150%; font-family: courier new;"&gt;&lt;span style="line-height: 150%;font-size:85%;" &gt;Atualmente, há mais de 850 milhões de pessoas que sofrem da fome ao redor do globo. Diminuir este índice sem afetar o desenvolvimento é nosso dever.
